BOSTON TOWNSHIP

The township minutes are posted on our website at www.bostontownship.org and outside the fiscal office at the Boston Township Hall. Trustee meetings are the second and fourth Wednesday of the month. Zoning commission meets the second Tuesday of the month and the Board of Zoning Appeals meets the fourth Tuesday of the month.

Condolences: The trustees expressed their condolences to the family of Dick Fisher. Dick served one term on Peninsula Council (1976-79) and three terms as Mayor (1980-87 and 2008-2011).

Road Department: Recent incidences of high intensity rainstorms have highlighted areas in the community where improvements may be needed to drainage systems. Currently under replacement is a catch basin on Morris Drive. A second catch basin on Morris Drive is under review. A cross-over pipe on Scobie Road was replaced on July 17. The Road Department is testing a used boom mower for possible purchase at $12,000. As a reminder, the Road Department conducts brush chipping on the first Monday of the month through autumn. Please call the Road Garage at 330-657-2600 to let the road crew know that there is brush to chip.

Police Levy: The township`s police levy will be expiring at the end of 2020. After exploring a few options, the trustees have voted to place the police levy on the November 3, 2020 ballot as a renewal levy. The 7-mill, 5-year levy will generate $150,508 per year. For the owner of a home appraised at $100,000, the cost of the levy will be $211.92 per year or $105.96 per half.

Zoning: The trustees would like to thank Michael Delahanty for his many years of service to the Board of Zoning Appeals. Mike served first as an alternate to the board, learning the process while attending meetings and taking a seat at the meeting should another member be absent. Most recently Mike served in a fully-seated capacity. Taking Mike`s seat on the BZA will be Jerry Ritch, who had been serving as the alternate. The trustees are currently seeking alternate members to both the Zoning Commission and the BZA.

Zoning Meetings: Out of necessity, Zoning Commission and Board of Zoning Appeals meetings were put on hiatus due to the COVID-19 crisis. In order to proceed with pending business, the Zoning Commission held their regular meeting on July 14, with half of the members attending in person and half attending virtually via Google Meet. Using this test meeting, the two boards will adapt their meetings in the future to meet the current needs and conditions.

PENINSULA COUNCIL

Village Council met in an Electronic Meeting Format for the Regular Council Session Via Zoom Meeting July 13, 2020.

June 8, 2020 Regular Council Meeting Minutes were presented and passed as written.

Council approved both the Extension of Dispatch Contract with the City of Richfield and the Animal Control Contract with the City of Richfield.

Council passed Resolution 11-2020 a resolution adopting the tax budget of the Village of Peninsula for the fiscal year beginning January 1, 2021 and submitting the same to the county fiscal officer.

Council passed resolution 12-2020 a resolution directing the certification of property demolition and removal costs to the county fiscal officer for placement on the tax duplicate.

Council passed resolution 13-2020 a resolution authorizing the mayor and fiscal officer to enter into an agreement with Wichert Insurance to provide insurance coverage for the village from Selective Insurance Company and Insurance Indemnity of North America.

Council passed Ordinance 16-2020 an ordinance requiring facial coverings.
Mayor Dan Schneider announced Summit County is starting the repairs to the bridge on Riverview Road.
Mayor Schneider reminds everyone that if you are planning to remodel your home, new roof, install a fence or retaining wall you will need a building permit. Please call 330-657-2151 for more information.

2020 Census: Households have received official Census Bureau mail with detail information on how to respond to the 2020 Census online, by phone, or by mail. We encourage you to respond as soon as you can. Accurate information directly affects the quality of life in your community.

CONDOLENCES

Richard Fisher, Sr. passed away June 28, 2020 following a brief illness. Dick served on Peninsula Village Council from January 1976 through December 1979. He was Mayor of Peninsula from January 1980 through December 1987 and from January 2008 through December 2011. Preceded in death by his parents George, Sr. and Mary, Dick is survived by his children Richard, Jr. and Julie (Bill) Cole; grand-children Ben (Serena), Kelsey (Ricky) Rye, Sean (Katie), and Richard III; great-grandchildren, Pepper, Grace, Aiden, Crosby, and Marlie; brothers Tom and George, Jr.

Lifelong friends Woody Johnston and Dick Fisher

Woodrow Johnston passed away June 30, 2020 following a lengthy illness. He was 83. Woody was a member of the Operative Plasterers` and Cement Masons` Local 109 and did much of the masonry and plastering for homes in our community. Preceded in death by his parents, Woodrow and Helen, and daughter Mary Booth, Woody is survived by his wife, Peg; daughter Autumn (Marcus Walker) and grandson David Booth; sisters Elaine Krusinski and Claire Rodhe; step-daughters, Carolyn Mourton, Lauren Smith, Sherri (John) Iannacchione, Kathy (Jim) Bebbe, and Patty (Dave) Krusinski.

Tom Mercer, passed away, July 5, 2020 at the age of 63. Tom grew up in Peninsula and was a 1975 graduate of Woodridge High School. Carrying on in the footsteps of his father, Tom was involved with the Woodridge Recreation Association and was one of the group responsible for bringing the soccer program to the community. Tom was preceded in death by his parents, Jack and Marcy. He is survived by his wife, Linda; children: Kendall (Andy), Derek (Michelle), and Megan; grandchildren, Vincent and Owen; brothers, David, Scott, and Greg (Denise).

Condolences to the Slocum family. Dick`s brother, Tom, passed away June 27, 2020.

PENINSULA LIBRARY NEWS

Library is Open!

The Peninsula Library has been open in a "modified curbside" mode since June 1. By opening up our new vestibule, patrons can return items, check out new items, and place reserves for materials. The statewide library delivery service has resumed and holds can now be placed across all of the Clevnet member libraries. Holds can be placed by logging in through the library website, by using the Clevnet app or by calling in to the library so staff can place holds for you. Health guidelines require libraries to place all returned items in quarantine for at least three days, so returned items will not be discharged immediately. During these unusual circumstances, we are waiving overdue fines. Should an overdue fine show up on your account, please alert us so that it can be removed. Fees for lost or damaged items must still be charged to accounts. We are constantly monitoring state and federal guidelines to determine when it will be allowable for patrons to come into the library for browsing the colle ction. At the time of this writing, Summit County is on Level 3 alert from the State of Ohio which requires that masks be worn while at the library. Additionally, Peninsula Council has adopted an ordinance requiring masks. At this time it is not known when it will be possible to hold programs in the library. WHO WAS ED HODGE?

The answer is that Ed Hodge (who I never met) was responsible for maintaining the roads in our township, according to my neighbor, the late Max Ratner.

This, I understand, was before we arrived, and neither the township nor most of the residents had much money.

When the road conditions on the old Oak Hill Road hill got so bad that Max could not negotiate the hill with his Jeep, Ed Hodge and a few neighbors with tractors would get together as volunteers and make the road passable once again.

At that time, our township and Peninsula were not the preferred places to live.

Blue collar workers who wanted to live in the country could afford to live here, and there were no gated homes, nor were we just a backdrop for the park.

Max Ratner, Henry Bell, Fred Urbank, Terry Montaquilla, Clayton Stanford, Hook Cassidy, Dick Fisher, and Bob Lee, and others were our history teachers, and they are now gone.

I`m sure some of you can name others. It is important that we all remember the unique history our township and village have.
