MEMORIAL DAY

Monday, May 25, 2026, marks the date of our annual Memorial Day Parade and remembrance services.

Once again, we want to make it grand and are reaching out to all of you who have tractors, vintage cars, etc. that could participate in our parade. Jerry Ritch will be coordinating this portion of the festivities, so please contact him at 330-657-2015 with your interest or questions. The more the merrier.

Each year we mention veterans living in our community. If you are a veteran and would like to participate, please call Jerry Ritch and give him your name, branch of service, and war in which you may have served. 330-657-2015.

On May 25 at 9:00AM in the Township`s service garage Valley Fire will be providing doughnuts and coffee.

There will be a brief service at the Memorial Grove at the Peninsula Library at 10:00AM. This service commemorates the service of former staff, board members, and friends of the Peninsula Library who have passed away.

We expect the band to arrive around 11:00AM. From here the parade goes up to Cedar Grove Cemetery for a short service.

For the Boston part of the parade our start location will be on Riverview Road at the south end of Boston Mills Ski Area. We are using the two driveways at the south end of their parking lot. There will be hot dogs, water, lemonade, and bakery for all. After a brief rest the parade will continue down Riverview Road to Boston Mills to Main Street ending at the Boston Cemetery for another brief service.

BOSTON TOWNSHIP

The Boston Township minutes are posted on our website at www.bostontownship.organd outside the office of the Fiscal Officer in the Boston Township Hall. Our meetings are not currently being covered by The West Side Leader.

Zoning Update: To contact Zoning Inspector Ruben Miller, please leave a message at (330) 657-2601. Also, until further notice, the Zoning Commission will be having a work session at 5:30PM, prior to their regular meeting, on the second Tuesdays of each month. They are working with zoning consultant Fred Guerra on revisions to the resolution.

Road Department: Tenille Craig, our part-time Seasonal Maintenance Worker, left the township for a full-time opportunity. We recently brought on Sebastian Graham as Seasonal Maintenance Worker to assist our (also part-time) Assistant Road Superintendent, Jon Farmer. Regarding the vacant Road Superintendent position, the trustees have received twenty-four resumes (and counting). These will take some time to process. Brush chipping has begun for the summer. It is scheduled for the first Monday of the month (weather permitting), but due to our staffing level, every home may not get picked up all on the same day. When cleaning up your yard, place cut ends toward the road. Please, no dirt balls, no foreign materials such as lumber, nails, or any type of wire. This service is for limb trimming and storm clean-up. It is not for full tree removal. Please remember that it is the responsibility of the property owner to keep the ditch free of any material that can restrict the flow of storm water.

Grants: Through the Federal Lands Access Program (FLAP) Boston Township has been notified that we should receive $45,467.25 in fiscal year 2029 for improvements to the Boston Township portion of Scobie Road. The township`s matching share is $5,055.25. We have not received word on two other grant applications. One would provide funding to reduce the amount of salt run-off from snowplows and in the maintenance yard. The second is to help reduce the number of recyclables and compostables from the waste stream. Finally, we pulled our grant application to install a generator at the township hall. That grant required completed electrical engineering to proceed, which we did not have.

BOSTON TOWNSHIP HALL COMMITTEE, INC.

Boston Township Hall Committee, Inc. was established to restore the historic Boston Township Hall beginning about 1990. Much of its work began in 1995 with grants from private foundations for the project. To minimize the cost to taxpayers, the town hall committee maintains the historic town hall by way of leasing the facility through long- term leases and short-term events. While the town hall continues to be owned by the township through the Boston Township Board of Trustees. The private Boston Township Hall Committee, Inc. maintains the township hall and pays for it through those leases. This arrangement has worked well over the years and we invite citizens to take a look at the town hall, and if you need a space for your event, consider renting it for things such as graduations, weddings, etc. The township hall committee meets every other month and employs one, part-time employee who schedules the events. The committee is composed of volunteers, who are citizens of the township and donate their time to make sure that the building is properly maintained.

On May 8, 2026, Nicholas D. Janigian of 5831 Stanford Rd., filed a lawsuit in the Ninth District Court of Appeals against the Boston Township Hall Committee, Inc. (BTHC) based on his assumption that the BHTC is in violation of the Ohio public records laws by not turning over to him copies of the leases that BTHC has with the Peninsula Library, Peninsula Architects, and all users of the community rooms for six years dating back to January 1, 2020. Additionally, he seeks all correspondence between BTHC and the tenants for four years dating back to January 1, 2022, copies of the general ledger for four years dating back to January 1, 2022, and bank reconciliations dating back to January 1, 2025. In total, since April 21, 2026, Janigian has submitted three public records requests to BTHC who advised him after the request that they would review his inquiry at their next meeting on May 21, 2026. He replied stating that if his demand was not met by end-of-day May 7, he would direct his attorney to file suit. The following day he filed the lawsuit himself without an attorney.

Boston Township Hall Committee, Inc. is a non-governmental body that is composed of volunteers and has only one part-time employee who schedules events at the town hall. The township hall committee believes it is not subject to the public records law. We will report on the decision of the Ninth District Court of Appeals when it is released.

ATTENTION ALL PENINSULA RESIDENTS

There will be a joint meeting, with the Peninsula Village Council and the Peninsula Planning Commission to discuss short term rentals again, including having the issue on the ballot in November. All of the owners have been invited. If we don`t want it to be a one-sided conversation, it would be a good idea for residents to attend. Peninsula is still our home. We still have a voice. Air Plant Beach Terrariums for ages 18+
June 17 from 4:00PM to 7:30PM.
Participants will design their own terrarium with decorative stones, shells, birds, sand, and air plants. All materials will be provided. Crafts are from 4:00PM to 7:30PM so registered crafters may drop in anytime during these hours. Registration is required so we have enough art supplies. There is no fee for this program, but donations are always welcome.

CONDOLENCES

Gun Raffle

Norman Henry Suhr left his earthly family and friends to join his Heavenly Father on Monday, April 27, 2026. He was born November 6, 1928 and raised on a farm in Oakdale, Nebraska. He was an ordained Lutheran Minister with assignments that took him to Texas and Louisiana after serving congregations in Nebraska.

He retired from the ministry and returned to Texas to teach high school History and German, and worked a small farm in Kempner, with livestock and feed crops.

He left Texas for Boston Township in 2005 to live with his daughter Mary (Tori) Mraz and her husband, Michael, with whom he has lived for the past 21 years. As a self-taught seamster, he made his own clothes and quilted. He taught quilting with the Viking team at JOANN Fabrics in Hudson, and over the years made over 500 quilts, many of them lap quilts for cancer patients undergoing chemotherapy at the Cleveland Clinic.

Known as both Norman and as Hank, he was a quiet, caring man with a thirst for knowledge and a generous spirit. He was with his daughter, his grandchildren when he passed peacefully into God`s hands.

COUNCIL CORNER

It`s been a busy April for Village Council. Due to space restraints, I will hit the highlights on issues that have garnered the most attention and discussion. If you are not on the Peninsula Village mailing list for monthly meeting handouts, agenda, etc., you are strongly encouraged to do so. It will provide you with what topics we will be talking about before meetings, should you wish to attend, along with past minutes and motions. Short Term Rentals (STR): STRs continue to be up for discussion. Due to the diligence of councilmember, Moe Riggins, a thorough deep dive was taken to audit all the 14 STR files (applications, inspection, septic plans, affidavits of compliance, waiver releasing Village of liability, etc.) for those who applied at the end of 2025 for 2026.These included those in the R1and R2 districts, along with owner occupied. STRs pay a 3% bed tax and are required to be rented a minimum of 60 days. The audit showed that in 2025, the Village took in $6,600 in bed taxes, with number of days rented ranging from a minimum of 61 days to a high of 140 days. Average stay was three days. Compliance and enforcement were major issues. Applicable forms such as inspections and required evidence (such a validation of minimal rental days, website for advertising, etc.) were missing or incomplete, and the process for residents to report issues is confusing. Originally, there was a set limit of two people per bedroom max occupancy, but at the last Planning recommendation, it was changed so that two people per bedroom plus three additional people is permissible. Minimum parking is now one space per bedroom plus one additional space. There is no maximum number of parking spaces. So, it appears with the added occupants and parking, groups are gathering and parking is overflowing onto lawns and non-approved areas. At the end of April, Council sent these concerns back to the Planning Commission, of which any changes would not go into effect until 2027.

Shared Parking Ordinance: This is something you really want to read, as there is not enough space here to give it justice. This is a proposed ordinance that will allow the Village "off street parking requirements to be more tailored to the use and needs of a particular property". It includes private passenger vehicles and delivery truck parking. Basically, it says that if there is a need to increase the floor area or change zoning use of a building, the developer of the project would submit a plan to Planning for approval (including if a variance is warranted). If the project does not allow enough parking onsite, the plan allows entities to "share" parking by entering into written agreements within 500` of the project. Planning and the Solicitor would approve this process. Two family and multiple family dwellings of 900 sq ft or less would only require one space (instead of per bedroom as it is now). Many concerns were raised during Council discussion such as taking the variance process away from the BZA (limiting checks and balances), allowing Planning Commission too much discretion and potential conflicts of interest, not requiring enough parking for apartments (especially if a couple and each needing a car for work). If you do any research on the concept of shared parking some of the challenges include easement disputes, enforcement burdens, residential overspill (taking the path of least resistance by parking on residential streets), visual blight with all the signage required, visitor confusion (increased towing and ticketing), residential loss of quiet enjoyment with slamming doors, headlights, etc., and increased "cruising"-slowly driving around looking for additional parking that may impair traffic and pose safety issues- and finally, how will it be enforced?. When it came up for the vote in Council, it did not pass. At the following Council meeting a motion for a re-vote was made and it is now back to three readings in Council, without any changes.

First Energy/CVNP Discussion on Electrical Outages: Thanks for everyone who attended the meeting, asking some very pertinent questions. While no changes or decisions in the process were made, hopefully we all walked away with a better understanding of each entity`s process in outages and prevention. Shared Parking in Peninsula: Why Residents Should Pump the Brakes

A perspective from a Peninsula, Ohio community member, Jodi Padrutt:

When Village Council takes up a shared parking ordinance, residents deserve a frank look at whom it really benefits, whether the process has enough safeguards to protect the public interest, along with the rationale, process and impact. After reading Ordinance 07-2026, I have serious concerns.

Favoritism is written into the law. Section 1125.07(2)(e) directs the Planning Commission to consider whether a proposed parking plan will "impact the existing businesses in the area." The Commission is explicitly told to weigh the effect on existing operators — not future ones, not new entrepreneurs. That isn`t a risk of favoritism; it codifies it. Add in that shared parking agreements depend on proximity and relationships, and well-connected businesses will inevitably have the advantage.

Circling the block is real. The ordinance allows shared parking up to 500 feet away — a block and a half. For elderly visitors, families, or anyone with mobility limitations, that matters. Peninsula`s seasonal surges can overwhelm any arrangement that looks balanced on paper. When it fails, residential streets become the overflow valve.

There are no checks and balances. Currently, property owners who can`t meet parking requirements go to the Board of Zoning Appeals — an independent body where residents can speak and findings must be made on the record. Ordinance 07-2026 removes the BZA entirely. Under Section 1125.07, the Planning Commission approves shared parking plans and determines whether those plans satisfy zoning requirements. If denied, the only recourse is resubmitting to the same Planning Commission. That`s a structural conflict of interest, compounded by vague approval criteria that give the Commission nearly unlimited discretion with no objective standards. Due process and conflict concerns get worse, not better. Merging the two bodies means the same members who recommend zoning amendments and approve site plans also sit as the quasi-judicial appeals body reviewing decisions made under those same rules. Courts have upheld the structure, but it amplifies any existing conflict-of-interest exposure. Consolidating BZA powers into the Planning Commission, could make the ethics picture messier rather than cleaner. The Board of Zoning Appeals is not mentioned anywhere in Ordinance 07-2026 — not bypassed, not replaced, simply absent. For an ordinance that rewrites how parking compliance is determined that omission is not an oversight. It`s a choice — and it leaves residents with no independent avenue of appeal.

Peninsula residents deserve transparent rules, objective standards, and genuine independent oversight — not a process that answers to whomever is best positioned to navigate a system with no real checks and balances.

Show up to Council. Read the ordinance. Ask the hard questions.
