BOSTON TOWNSHIP

BEST WISHES: Congratulations to former Peninsula Police Officer Kyle Perry. Kyle accepted a full-time position with the Cuyahoga County Sheriff’s Department.

TURNPIKE SOUND MITIGATION: The Trustees along with Joe Paradise from the Summit County Engineer’s Office have applied for a grant for sound mitigation in the area west of the Cuyahoga River bridge. Our thanks to CVNP Superintendent Craig Kenkel for his letter of support.

ZONING: Zoning Inspector Doug Mayer and Zoning Commission member Lida Flowers Brandt attended a hearing with the Summit County Planning Commission regarding changes in the zoning language for accessory buildings.

BOSTON TOWNSHIP CUYAHOGA FALLS JEDD: Trustee Jerry Ritch reported that Hudson is not interested in providing water to the Route 8 corridor at this time. The JEDZ (involving Hudson, Stow, and Cuyahoga Falls) no longer exists due to a paperwork failure. The Township’s participation in the JEDZ was limited to Cuyahoga Falls utilizing Township land as their participating acreage. Being a township, we were not permitted membership in the JEDZ. The JEDD board held their annual meeting on March 13.

PENINSULA VILLAGE

The Peninsula Village Council met in regular session on March 9th. The family of Grover Miller attended the meeting to accept a proclamation honoring Mr. Miller with the Village’s Lifetime Achievement Award for his outstanding service to the Community. Council approved the equipment needed for the new police vehicles being acquired by the Village. The 2015 Operating Budget was approved by Council. The Village hired a new administrative assistant, Elizabeth Workman, a local resident. Best wishes are extended to Sergeant Renz of the Police Department who is recovering from his on duty accident.

To our friends who work in the National Park at their Boston locations:

We worked with employers when the JEDD went into effect at the beginning of last year to be sure there would be an orderly transition. All has gone well with the other nine employers in the JEDD, but not with the National Park.

Our tax reports indicate that only nine of the fifty plus Park employees in the Boston Township/Peninsula JEDD have the tax withheld from their payroll checks, have paid 2014 taxes, and are having 2015 taxes withheld. Phone calls from Park employees to our township office indicate in spite of employees’ best efforts, the Park did not follow through on payroll withholding of the tax.

This tax must be paid; it is due by April 15. After that the Central Collection Agency will commence the process of collecting late taxes, together with penalty and interest.

If taxes are not currently withheld from your pay and you would like them to be withheld, you should contact your supervisor for a withholding authorization form to complete and turn in.

You also can contact the Customer Support Center at 1-888-367-1622 to tell them you want Boston/Peninsula JEDD tax withheld from your paycheck. I did contact the Customer Support Center to learn exactly what must be done. The answer is several selections down the menu, and it is this:

Send a fax to Attn: Payroll. Ask that the Boston Township/Peninsula JEDD tax be withheld from your paychecks. The tax is Code 985. State the last four digits of your Social Security number. Sign the request. Fax it to 303-969-5463. Receipt of the request will be acknowledged by an email to your email address, which is associated with the last four digits of your social.

For those who wish not to have tax withheld, note that 90% of the tax due must be paid by January 31 of each year. The only exception will be for tax year 2014, the first year of the tax. That means if the tax is not withheld from your pay checks, estimated tax payments must be made to the Central Collection Agency in 2015 and each year thereafter.

How to pay your 2014 Boston Township/Peninsula JEDD taxes if they were not withheld from your Park paycheck:

The 2014 City Tax Form, due April 15, can be found at www.ccatax.ci.cleveland.oh.us. I simply typed CCA into the Google box, and under Central Collection Agency selected Tax Forms. The 2014 City Tax Form is the first in the list.

If you print the form, the 2014 City Tax Form is the fourth piece of paper. Fill out the information in the upper left boxes, identifying yourself.

Move to the box to the right. Fill in your employer’s name in the first column. The second column is labeled “City.” In this case the Boston Twp/Peninsula JEDD is considered the “City.” Fill that in as the name of the city. Under that you can write 985, the JEDD identifying code. The third column is income, which is indicated on the W2 you received from the Park.

Move to Section A, Line 9. In Column 1 list Boston Twp/Peninsula JEDD as the work city name. In Column 2 list your taxable income from the Park’s W2 form. In Column 3 write the tax rate, 2%. Multiply your taxable income by .02 and write the amount in Column 4, Tax Due.

Column 5, Less tax withheld or paid other cities: nine park employees had JEDD tax withheld and may write the amount listed on their W2. All others who worked in the JEDD must write zero. Columns 6 and 7 are zero. Column 8 is the amount of tax due; Column 4 less Column 5 (if applicable).

Complete Line 10 with totals. Sign and date the bottom and send the return, along with payment of the amount due to the CCA at the address in the top right of the form.

Holy Week and Easter at Mother of Sorrows Parish

Mother of Sorrows Parish cordially invites the readers of YCN to worship with us during this sacred time. You are also welcome to visit our parish church anytime for personal prayer and qiuet. The schedule for Palm Sunday of the Passion of the Lord (March 28th -29th) Mass is 5pm Saturday, 8:30am and 11am Sunday. Mass on Monday and Tuesday of Holy Week is 8:30am. On Holy Wednesday the Mass is scheduled for 7:15pm. Holy Thursday, the Lord’s Supper Mass is at 7:15pm followed by adoration of the Eucharist until 11pm. Good Friday the Lord’s Passion Liturgy is at 3pm and 7:15pm. The Stations of the Cross on Good Friday are at 1:30pm and will be outdoors, weather permitting. The Sacrament of Reconciliation, Saturday March 28 is at 12:15pm to 1:00pm and 3:45pm to 4:30pm, on Good Friday, April 3rd at 4:15pm to 5:30pm, 8:30pm to 9pm and Holy Saturday from 11:30am to 12:30pm. The Communal celebration of Reconciliation) is Monday of Holy Week, March 30 at 7:15pm. The Blessing of Food for Easter is Holy Saturday at 1pm. The Easter Vigil Mass on Holy Saturday, April 4th is 8:30pm. Mass on Easter Sunday is 8:30am and 11am.

ECUMENICAL BLESSING OF PALMS AND STATIONS

LEONARD STEIN-SAPIR 1938-2014

If you checked Plain Dealer Obituaries of Tuesday, September 9 and 12, 2014 Leonard's obituary is there and it describes his extensive business background. It is impressive.

We know Leonard as the man who lived across the street, and who became a flash of lightening with our Cuyahoga Valley Homeowners and Residents Association in the 1980's while he was chairman.

Leonard and his family made their home in the Gilson homestead which included their home, barn and about 75 acres. They undertook a complete restoration.

Leonard received a letter from the NPS notifying his family that their property was needed for the purpose of the national park for a horse trail and an appraiser would be contacting them to do an appraisal. We called it the Pegasus Horse Trail because it was planned to go down Stein-Sapir's drive and across the street into the valley. Across the street is a drop off not suitable for man nor beast. After the property sat for a decade or more and fell into complete disrepair the NPS came up with the Environmental Center after the NPS rejected the boy scout camp as a location for the Center.

Leonard responded by saying that they would agree to sell the property, provided they could retain ownership of a small portion of the property which included their home and barn.

Some weeks passed, and Leonard called Jack Blanton, who was heading up the NPS land acquisition (grab), to see what the park wanted to do. Leonard was told that the NPS would be responding soon.

A few days later, Leonard received a condemnation notice which included all of their property.

Leonard called Mr. Blanton to tell him that he had received an "answer" to his offer.

Following that Leonard and the Homeowner's Association filed a class action lawsuit against the NPS which claimed that they had not followed the congressional mandate that established what was then the Cuyahoga Valley National Recreation Area. This class action went all the way to the US Supreme Court. Leonard and Attorney Bart Craig, an expert on constitutional law, spent countless hours and money mounting their suit.

The court declined to hear the lawsuit, but in the interim, President Reagan took office, and named James Watt to head the Department of the Interior, and funding for more federal land ownership was significantly reduced thereby allowing 8% of us to keep our homes.

Leonard taught us all that the duty of all Americans is to take action when they feel they are being wronged. We owe Leonard and his family a lot for their courage.

PENINSULA FOUNDATION

Thank you to everyone who came out to support our March 14th “Boys from Boston” fundraiser at the G.A.R. Hall. It was wonderful to have so many folks from the community gather to help us raise funds for repairs to the hall!

Join us on Thursday, April 9th as we commemorate the 150th anniversary of General Robert E. Lee’s surrender at Appomattox. The ceremony will begin at 3:00pm at the Bronson Church. At 3:15pm, bells will reverberate across the country to commemorate the end of the war. Churches, temples, schools, city halls, public buildings, historic sites, and others will ring bells precisely at 3:15 pm for four minutes (each minute symbolic of a year of war). Jerry Payn as Abraham Lincoln will be in attendance and will offer a few appropriate remarks as we read the names of Peninsula and Boston Township’s Civil War soldiers.

The Canal Fulton Players will present Our American Cousin, which is the play that Abraham Lincoln was attending when he was assassinated. The play will be presented at the G.A.R. Hall as a dinner theatre production on Thursday, April 9th and Friday, April 10th. Dinner will be at 6:00pm and will be catered by The Pierogi Lady. Doors will open for the play at 7:00 and it will begin at 7:30. The cost of the dinner and the performance together will be $25.00. Tickets for the play only are $10.00. The next presentation for our Civil War Lecture Series will be Thursday, April 23rd at 7:00pm at the G.A.R. Hall. Paull Huff will talk about Peninsula and Summit County’s lost soldiers in The Sultana Disaster. Admission is free!

WHICH BOYS CAME FROM BOSTON TOWNSHIP

The community celebration at the G.A.R. Hall on Saturday March 14 raised a question—in addition to a generous amount of money for the repair and maintenance of the Hall: Must a veteran be listed among the 148 names inscribed on our Civil War monument to qualify as ‘being from Boston Township?’

In fact, over 220 Union veterans were connected to our locale, either because they came from here, were counted towards meeting our enlistment quota, or moved here after the war. What is amazing is that one out of every five men who we have any reason to claim as ours belonged to a single regiment, the Second Ohio Volunteer Cavalry. One of those 41, James Edgerly, was a musician in the 2d Cavalry, an exceptional assignment under the likes of George Custer and Phil Sheridan. These were generals who believed that music was a weapon, and Sheridan ordered his musicians to play during the Battle of Five Forks. One witnessed recalled hearing Steven Foster’s minstrel song, Nelly Bly, given an energetic performance as the bullets flew among the band members.

Having celebrated Orlando Risdon’s promotion to general this month, we will next examine the role of the 2d Cavalry in battles that helped end the war. Private William Riley Richardson so conducted himself on April 6, 1865 that General Sheridan personally directed he be recommended for the Congressional Medal of Honor. Richardson was presented the award on April 7.
